All are personally signed by J. Brodie Smith, CEO of New Hampshire Public Service from 1926-1946. These morals are something a sales manager might pass out to hi staff so perhaps Brodie had some of this responsibilities. Laid in are ten newsletters from the Public Information Dept of Middle West Utilities which detail information on a congressional investigation of utilities.
