Not illustrated. 1902 Excerpt: ... residents of the town were quick to see the opportunity for investing their capital and at the same time conferring a lasting benefit upon the town, so on October 26, 1889, the Palace Hotel Company was duly incorporated. The promoters of this worthy enterprise were Thomas Quaid, J. W. Morrow, C. A. Rhea, Henry Blackman and J. B. Natter, men possessed of the enterprise and capital necessary to carry any such undertaking to a successful issue. They soon began the erection of a magnificent three-story brick building on the Morrow corner, and the next year the town could boast of as fine a hostelry as is to be found in any other town of twice the size in the Inland Empire. In August, 1891, the building was leased to Will Van Cadow, who opened it on September 5th following. Its doors have been opened to the traveling public continuously since. The year 1889 also saw the construction of the Fair building and the opening of one or two permanent places of business. The winter of 1889-90 was an unusually severe one and thousands of head of stock perished for want of food. The depression incident to this naturally reacted upon Heppner to some extent, but could not wholly neutralize the progressive impulse which was carrying it forward. The business of the place increased at a marvelous rate, being augmented some as a result of the improvements made by the state on the Monument road, but more by the general development of the tributary country. In 1891 an abundant harvest blessed the efforts of the farmer, prices were very good and general prosperity prevailed. It was stated in the Gazette's estimate of conditions that year that factional strifes and quarrels which had at times divided the people of Heppner even threatening to destroy and ruin its best interests seem...
