He had the ability on occasions to stir the conscience of the nation, and the dedication to back up high-profile public action with unremitting conscientious labour, notably in the spheres of lunacy, education, and public health. Even if his achievements fell short of his own exacting standards, they were very substantial and became a source of enduring inspiration to others.
