Traffic engineering is one of the newer branches of engineering, having developed largely within the past two decades. This book is one of the first attempts to bring together into a simple matrix the general knowledge of this new field. A basic purpose in preparing the book was to provide a text for traffic engineering training and a reference for those engaged in highway traffic planning, operations, and administration. The objective of the authors throughout this work has been to explain highway-traffic phenomena by simple and elementary analysis and to show how highway-traffic treatments are founded in restrictive methods, on the one hand, and constructive measures, on the other, both of which take place in the environment of administration and planning. The plan and content of the book have grown out of the training program of the Bureau of Highway Traffic in Yale University. It is based on teaching experiences gained since 1938. The sections of the book conform with the courses of study in the Bureau, except that the materials in Section 1 are dispersed throughout the training. The principal responsibilities for sections corresponded with the teaching duties of the authors, i.e., Matson, Section 1, Characteristics, and Section 3, Control Devices and Aids; Smith, Section 2, Regulations, and Section 5, Administration and Planning; and Hurd, Section 4, Design.
