The trust was established in April 2002, as part of the last wave of primary care trusts, and serves a population of over 203,000 with a low level of ethnicity (although the area is experiencing an increasing refugee population) and a high level of unemployment. Findings of the CHI report include that the trust is operating in a demanding and challenging environment, with both the chief executive and chairman having left in the last six months. The commitment of key personnel is commended for maintaining momentum during the period of recruitment problems. The new board recognises the need to address clinical governance issues, particularly in relation to GPs, dentists, pharmacists and optometrists, and progress is being made at operational level, for example in prescribing.
