Development Centre was established to provide a link between the member countries of O.E.C.D.?the industrialized nations?and the developing world. As part of this link, the Centre has undertaken studies that are of interest to the rich and poor nations of the world. This study on private overseas investment in developing countries is one such study. The intended purpose of this study was not to cover all aspects of private overseas investment, nor was it intended to be a treatise on the politics of the multi-national corporation. Rather the study was expected to focus on the effects of private foreign investment on the economies of developing countries; the interaction between economic policy in the developing countries and the type of investments made by foreign corporations and how the multinational corporations in Europe, Japan, and the U.S. make their own decisions on direct investment in developing countries. The study was also expected to generate new data and case studies. In my view, this study has fulfilled its objectives; I believe it adds a great deal to our knowledge about the effects of domestic policies on foreign investments, the effects of overseas direct investment on development, and provides valuable information and insights about investments made by multi-national corporations. In this respect, this study is especially welcome because it has generated a large amount of data which has not been available hitherto. This study was made possible by a grant from the Canadian International Development Agency to the 0.E.C.D. Development Centre.
