The EU Citizenship Directive defines the right of free movement for citizens of the European Economic Area. It applies to EU citizens and their family members who move to another Member State. This might at first seem like a straightforward definition, but immediately questions arise. Who determines if a person is an EU citizen at all? Elspeth Guild is a Professor of Law at the University of Liverpool who has written and practiced extensively on EU free movement law and EU immigration and asylum law. Steve Peers is a Professor of Law at Royal Holloway, University of London who has written extensively on EU free movement law and EU justice and home affairs law, including immigration and asylum. Jonathan Tomkin is a lawyer in the EU Commission legal service who has practiced extensively in the field of EU free movement law.
