Excerpt: ... majority, the avowed aspirant to the empire--the legal successor of Napoleon Bonaparte. The priests were again plotting, as in the old legitimate times, to guide public affairs. General Cavaignac, in order probably to gain their influence in the election, organized an expedition to Rome. After his election to the presidency, Louis Napoleon hastened to carry out this expedition. In this determination he was guided as much by a desire to obtain for France a footing in Italy, and thus to check the Austrian domination in the Italian States, as by the fear of the. republican party. He hurried the expedition, that France might alone have the glory in the eyes of churchmen of restoring the pope, and that the French might have Rome in possession and might obtain a strong footing in Italy, before Austria recovered from the shock of revolution. Thus the French undertook the siege of Rome, a much more difficult task than had been imagined, which brought to them but little glory. This siege of Rome will long be memorable in the annals of Italy. The Romans could not at first bekeve that the French had hostile intentions towards them. Scarcely a year had passed since this volatile people had startled all Europe, by the overthrow of a monarchy, and by the proclamation of a republic, with "liberty, equality, fraternity," inscribed on its banners. France had itself been the chief instigator of republicanism in Italy--and could it be that France, with its new government, its republican assembly and president, even though that president was a Bonaparte, was already prepared to overthrow its own allies?
