Excerpt: ... appendix Rules and Regulations of the commercial arbitration bureau of The Chicago Association of Credit Men introduction In presenting the Rules and Regulations governing the operation of the Bureau of Commercial Arbitration of the Chicago Association of Credit Men, we wish to make the following statement: The need for Commercial Arbitration has forced Itself upon business men by the long delays, tremendous expense and unsatisfactory issue in commercial disputes tried in courts of law, owing to the unfamiliarity of judges, juries and attorneys with questions of fact involved In such cases. Courts thrash over, for months, questions of fact which expert arbitrators might decide more satisfactorily in hours. Some trade organizations have Commercial Arbitration Committees and the Chamber of Commerce of the State of New York has one which is doing effective work. In fact, we received our first impetus from them. After drawing tentative rules we submitted them to the Honorable Harry Olson, Chief Justice of the Municipal Court of Chicago, for his opinion as to the practicability of the plan. Being very much interested In Commercial Arbitration, he favored us with his co-operation, conferred several times with our committee, and secured for us the assistance of Mr. Samuel Rosenbaum, attorney, of Philadelphia, who has made a study of Commercial Arbitration both in England and in this country, and we are largely indebted to Mr. Rosenbaum for the form in which the matter is now presented. These Rules and Regulations have been adopted by the Chicago Association of Credit Men, and the Municipal Court of Chicago has adopted its rule No. 35 in harmony therewith and is now ready to co-operate with us.
