Ranging widely in his analysis, Lazarus not only explains why modern environmental law emerged when it did and how it has evolved, but also points to the ambiguities in our current situation. Richard J. Lazarus is professor of law at the Georgetown University Law Center and director of the Georgetown University Supreme Court Institute. He litigated the first Superfund liability case on behalf of the federal government in the early 1980s and has since been involved in many of the significant environmental law cases before the U.S. Supreme Court.
