In both the Fiscal Years 1969 and 1970 Annual Reports, I raised a pessimistic outlook concerning the future viability of the Division, not because of lack of in the Division's program concepts and the capability of its but rather, with the severe budgetary restraints facing the Division I questioned whether we would be able to effectively respond to the needs of the research community.
