Subject: Summary of subject matter for Subcommittee on Surface Transportation hearing on the negotiated rates issue and pro posed legislative solutions thereto.

The Subcommittee will hear testimony on the bills which have been introduced in the House to provide a legislative remedy to the Negotiated Rate or Undercharge problem in the motor carrier industry. At least three bills are pending in this Congress; namely, hr. 2121 (mineta-shuster), hr. 2021 (lipinski), and hr. 1710 (shuster). The problem has persisted for several years. The Sub committee held hearings on the issue in July of 1990 and again in March and April of 1992.
