This book is the record of a public hearing convened by the House of Representatives to address the Comprehensive Plan of Action (CPA), an international agreement to resettle Vietnamese refugees. In 1995, the international community was concerned about the welfare of asylum seekers and sought a way to properly compensate those who were unjustly denied refugee status or mistreated upon returning to Vietnam. The CPA was a complex agreement involving multiple stakeholders with competing interests, resulting in loopholes that allowed some individuals to exploit it. Although the CPA was a success for many, there were concerns that improper screening processes unjustly disadvantaged genuine refugees. The testimony collected in this book shows the balancing act that the US government had to undertake, weighing the proper way to compensate those who were wronged without jeopardizing the integrity of the asylum process or encouraging further exploitation.
