The sessions of the Seventh Congress were opened in the city of Washington on Wednesday, December 7, 1801. Richard Cutts, then thirty years of age, was present in the House on-that day with his creden tials and took his seat. Nathaniel Macon,'one of the representatives from the state of North Carolina, was elected speaker. On the following day Mr. Cutts and Mr. Abram 't'rigg were appointed a committee on enrolled bills to serve with a like committee appointed by the Senate not long after he was made a member of a committee to inquire whether any and, if any, what addition it may be necessary to make to.
