The further working out of a sufficient channel for ocean navigation to the head of the Great Lakes can he proceeded with as fast as may be advisable, either by Canada alone, or Jointly with the United States, as it would be of immense advantage to a large portion of the United States to have such an immense reduction in the cost of exporting its products as this ocean waterway would secure.
