The commenting automobile manufacturers gener~ ally supported the General Motors Corporation's peti tion for the agency to make a class determination about cost information. General Motors offered an amendment to its original draft limiting cost to manufacturer's cost. Volkswagen suggested that the presumptive determination include future actual as well as estimated cost. Ford asked that the agency craft a presumption that includes the kinds of cost data that the agency generally has withheld. Chrysler Motors Corporation asserted that no distinction should be made between general cost estimates, ranges of costs and specific actual cost data relating to a product because all could be damaging if disclosed.
