Any employee of any company or express company who wilfully injures or destroys any baggage or freight, or who wilfully handles or packs or causes to be handled or packed any baggage or freight in such a manner as is likely to injure or be the cause of injury to other baggage or freight, shall on summary conviction be liable to a penalty of not more than fifty dollars, and in default of payment thereof to imprisonment for any period not exceeding sixty days.
