During the canvass for this work, it was our aim to impress upon the minds of the subscribers that in making up their list of delinquent debtors they should not include the poor, who would pay if they were able, but the well-to-do, who can pay but will not; and a careful perusal of the list of names will convince the reader that by far a large majority are of this latter class.
