Excerpt from International Copyright Union: Berne Convention, 1886, Paris Convention, 1896, Berlin Convention, 1908
Only representatives from countries within the International Copy right Union were appointed upon the working committees, and I was therefore not present at such committee meetings nor did I in any way take part in their deliberations.
I was present at the conference meetings only as an interested observer. An expression, however, was asked for at the beginning of the conference as to the position of the United States and explanatory of my attendance as a delegate. In compliance with the request I made a brief statement, which was read in French to the conference on Octo ber 15. This statement is given in full in the formal part of my report, which follows.

This book presents the revised version of the Berne Convention for the Protection of Literary and Artistic Works, which was agreed upon at the Berlin conference in 1908. The convention guarantees authors in signatory countries protection through copyright for their published works. The convention also covers protection for authors who publish their work for the first time in a signatory country but are not citizens of that country, protecting their work in all other signatory countries. The revised convention includes new provisions that extend the term of copyright to 50 years after the author's death and provides protection for photographs, choreographic works, and cinematographic productions. The revised convention also clarified the rights of authors in relation to unauthorized adaptations of their work and the right to authorize the reproduction and public representation of their works through cinematography.
