Providence has been bountiful to the whole people, and it becomes their representatives to discharge their duties with zeal and fidelity as the most acceptable manifestation of gratitude.
The reports of the Controller and Board of Equalization, which I trans mit herewith, are replete with information regarding the financial affairs of our State government, and deserve your careful perusal.
