On the government side, decisions as to the type of contract (sole source or competitive) and constraints on the choice of sub contractors will be examined. Within the company, the focus will be on the criteria for selection of project personnel, the percent of total effort subcontracted, and certain characteristics of initial cost and schedule estimates.
