I believe that Hosea was referring to God's goodness. God, after all, is the only one who is the source of good as Scripture amply testifies (psa. Isa. Matt. 19: 7, etc). The good works which God will do are the only hope for God's people.
Earlier God rejected Israel's vain sacrifices (hos. Then He showed the kind of sacrifice that He would accept. That was the sacri fice of her lips, that is, her lips con fessing her sin and her need of God Here compare Psalm 57: 16-17.
