C'est le conflit du Japon avec la Chine, puis avec la Russie, qui a mis la lutte pour le Pacifique à l'ordre du jour de la politique de toutes les puissances. Il nous faut donc tout d'abord e.vpliquer en quelques mots quelles étaient, sur le Pacifique, les positions et les ambitions du Japon et de la Russie.
