Le Pouvoir appartient toujours à ceux qui le tiennent du passé, ou aux plus forts ou aux plus audacieux ou aux mieux préparés. Se préparer, pour eux, c'est rédiger un programme sage, éclairé, capable de rallier de nombreuses adhésions, et le tenir prêt avant l'heure qui en permettrait l'application. Cette heure pourrait son ner au milieu des orages d'une révolution, et alors il ne serait plus temps d'y songer; d'ailleurs, il faut le faire connaitre avant de l'appliquer. Pour la démocratie comme pour la monarchie l'histoire a souvent prononcé ce jugement fameux il est tr0p tard, et nous ne devons pas nous exposer à ce qu'elle le prononce inde finiment à notre préjudice.
