Excerpt from The Blind, Vol. 4: Occasional Paper; October 20th, 1898
The training of the blind stands to-day at the beginning of its second century of development on the same ground, out of which it has grown, and if it is to be blessed with a rich harvest, it must draw its fruit-bearing nourishment from the same soil. Its aim, too, is the same, only, what at one time was somewhat indefinite; now stands out sharp and clear.
