L'histoire du manuscrit que j'ai l'heureuse chance de pouvoir publier est assez singulière.
Il y a quelques années, la nièce de François Arago, madame ernestlaugier, voulut bien me charger d'offrir, en son nom, à la Bibliothèque de l'institut, les papiers de Condorcet qui avaient été légués à son père, M. Mat thieu et à elle par la fille unique du célèbre girondin, madame o'connor, morte en mars 1859. En classant les nombreuses et intéressantes liasses dont ils se composaient, je rencontrai un manuscrit anonyme, sans titre général, et qui par son sujet n'avait aucun rapport avec les papiers auxquels il était mêlé. Formé de plusieurs cahiers ia - octavo et accompagné de feuil lets isolés, de notes, de fragments et d'extraits de journaux de 1804, il était divisé en plusieurs chapitres.
