Insidiata, attaccata e violentata, e il concetto dello Stato si trasforma senza posa non per Opera di dottrinari o di partiti che consciamente vogliano mutarne la struttura e la forma ma per intima forza delle cose, per irrefrenabili bisogni e ten denze di tutte le classi sociali. La tempesta delle passioni individuali doveva, quindi, ingrossare quella delle passioni collettive, e nel torbido della vita pubblica era inevitabile che i più irrequieti si tuffassero a pescarvi l'arma fatale contro lo Stato. Gli spiriti più vigili se ne accorgono e denunziano i mali della societa, anche se non ne intendono l'intima ragione; Giovanni Villani è turbato e quasi scandalizzato, Dino Compagni sospira amaramente, l' Alighieri sa che la città è piena d'invidia si che già trabocca il sacco (inr, VI, ma nessuno può arrestare il corso delle cose, poichè la grande maggioranza degli uomini non segue e non può seguire che l'istinto cieco.
