Cet ouvrage, imprimé au mois, de mai 1870, n'a pu être livré à la publicité que le 20 avril 1871; les deux premières éditions en ont été enlevées en quelques jours l'auteur tient à remercier la Presse de la bienveillance qu'elle a mise à rendre compte de cette publication et de la sympathie avec laquelle elle l'a accueillie. C'est pour lui un précieux encouragement à continuer l'oeuvre qu'il a entreprise.
Mais il a le regret de constater que quelques écrivains ont reproduit plusieurs documents, même des pieces manuscrites empruntées à cet ouvrage, et qu ils ont eu le mérite de ne pas indiquer à quelle source ils s etaient inspirés. Il est de son devoir de flétrir énergiquement de pareils procédés.
