Sir: A proposed Code of Fair Competition for the Cement Indus try was submitted to the Administrator on July 19, 1933, by the Cement Institute. The hearing was conducted in Washington on September 15, 1933. The Code was revised during the recess of the hearing and is submitted in its present form for approval. Every person who requested an appearance was properly heard in accord ance with statutory and regulatory requirements.
