Excerpt from The Stranger at Our Gate: America's Immigration Policy
At first Chinese alone were excluded. But the categories of ex cludables were swiftly expandedj In 1917, after three different Presidents had vetoed a similar measure, Congress enacted a literacy test for admission aimed at shutting 011 entry of the so-called new immigrants from southern and eastern Europe. The 1917 law also established the notorious Barred Zone provision, sealing ofi' im migration from most of the Orient. When, in turn, these devices were found insufficiently restrictive, they were supplemented by the rigid quota plans of 1921 and 1924 which represented the final hardening of a national anti-immigration mood into a national policy. The basic principles of the 1924 law without the Oriental exclusion provisions were re-enacted in the mccarran-walter Immi gration Act of 1952.

Paperback. Zustand: New. Print on Demand. This book explores the complexities of immigration in the United States, tracing its history from the country's founding to the present day. The author argues that immigration laws reflect a society's fundamental values, revealing how actual practices align with professed ideals. The book examines the shift from a policy of encouraging immigration to the restrictive measures implemented in the late 19th and early 20th centuries. It highlights the discriminatory nature of the National Origins Quota System, implemented in 1924, which favored northern and western European immigrants over those from southern and eastern Europe. The author discusses the impact of these policies on various immigrant groups, as well as their consequences for American society. The book concludes that the United States has an opportunity to rewrite its immigration laws, creating a system that is fair, equitable, and in line with the country's democratic aspirations.
