The board in its discretion, or upon the official request of the Governor or of the General Assembly, may, at any time, make an investigation by the whole board, or by a committee thereof, of the condition and management of any of the institutions under its charge and the board or the committee making such investiga tions Shall have the power to send for persons and papers and to administer oaths and affirmations.
