The primary concern of this study is the Compact Clause of the Constitution in public law. Preliminary to launching into an investi gation of this field, however, it is necessary to attempt some exposition of the more general considerations which appertain to the Compact Clause. Understanding of the potentialities of the Compact Clause will embrace the knowledge that it is one means of resolving inter state confiicts and one means of tackling supra-state, sub-national problems. There are others essential to the context within which the compact device must be conceived.
