Excerpt from Report of the Senate Committee on Penitentiary Reform to the 48th General Assembly of Missouri, 1915
We have in our State Penitentiary at Jefferson City more prisoners than are to be found in any other penal institution in the United States. There are at Jefferson City, including the female prisoners, more than individuals, aside from the inmates of the reformatories for boys and girls at Chilli cothe and Boonville. In some of the states there is a far greater number in the penal institutions; for example, in New York, whose penal population numbers individuals.

This book presents the findings of a special committee tasked with investigating and reporting on the state of the prison system and contract labor in Missouri. It offers a comprehensive analysis of various prison systems and practices across the United States and proposes specific recommendations for reforming Missouri's penal institutions. The author advocates for the abolition of the private contract system and suggests replacing it with state-managed enterprises that would provide prisoners with meaningful work and opportunities for rehabilitation. The book also explores the themes of prisoner education, healthcare, and the importance of treating inmates with dignity and respect. Ultimately, it argues that a humane and effective prison system is essential for the well-being of both individual prisoners and society as a whole.
