Les diverses formes d'évolutions historiques, soit guer tmrcs, soit pacifiques, qui ont donné naissance aux États nouveaux, telles que la conquête, le démembrement d'un grand État préexistant, l'agrégation de plusieurs groupes ethniques ont presque toujours eu jusqu'à notre siècle un caractere commun elles ne comportaient que la pré sence des parties directement intéressées, le conquérant et le conquis, l'état démembré et le groupe révolutionnaire, les unités ethniques décidées à se concentrer. Les autres Etats ne participaient pas à la création plus ou moins volon taire de la nouvelle souveraineté, et se contentaient de la reconnaître quelque temps après sa naissance.
