It may be that in a few counties like Warren and Halifax, where the nee groes largely exceed the whites, that some terms were made with the better class of negroes to protect the people in their county affairs against the bad and vicious element; but if such was' the case, it -was the Republican party that had forced these alternatives on the white people of those counties.
