Recently, the Hon. Trueman Smith, formerly U. S. Senator from Connecticut, has republished the same argument, heretofore issued anonymously, preceded by an introduction, in which he avows its authorship, and undertakes to give a brief history of the controversy in question. Hence, it is deemed desirable to give circulation to the report of the committee, and the review of the evidence by its chairman.
