The Fragment as it appears in the manuscript volume, needs no explanation other than the one given by its position there - a position to which it has been brought from the Akbar-nama for the purpose of completing the defective Babar-nama of Kehr's first section. The fact that this is its manifest purpose is not changed by the presence in Kehr's second section of the true end of the Babar-nama; that presence shows merely that the person who made up the first section had no grasp of his text resources.
