Polychlorinated biphenyls (PCBs) are synthetic organic chemicals, manufactured in the US from 1929 to 1977, that still contaminate the air, water, and soil. This report proposes a framework and guidance for assessing remediation alternatives for exposure of humans and other living organisms to PCBs in contaminated sediments, evaluating the likelihood that specific remediation technologies will achieve their remedial objectives, and estimating human and ecological risks associated with remediation approaches in light of the availability, costs, and effectiveness of the various approaches.
