This review examines the 2006 report, Federal Research and Development Needs and Priorities for Phased Array Radar, from the Joint Action Group for Phased Array Radar Project, and also reviews all relevant subsequent planning activities. Appendix A provides a detailed Statement of Task for the MRC committee that carried out this review. The review generally agrees with the five major findings of the original report, with some exceptions. The review notes that some emerging requirements can't be met with a network of 334 MPAR radars, and contends that the report's preliminary cost evaluation needs more work, because it doesn't consider the cost effectiveness of other alternatives to legacy systems. The review of the report argues that defined requirements, a national system architecture, and independent identification of alternative domestic radar strategies are needed.
