If said designated local or resident representative shall at any time be incapacitated for duty or absent. From his designated address, the lessee shall designate in writing a substitute to serve in his stead, and in the absence of such representative or of written notice of the appointment of a substitute, any employee of the lessee who is 011 the leased premises or the contractor or other person in charge of operations shall be considered the representative of the lessee for the service of written orders or notices as herein provided, and service in person or by.ordinary mail upon any such employee, con tractor, or other person shall be deemed service upon the lessee. All changes of address of the designated representative shall be immediately reported, in writing, to the supervisor or his local representative.
