If any supervisor or supervisors of the pub lic roads and highways, so as aforesaid chosen, shall refuse, neglect, die or remove out of the township, where an town. Ship shall have no supervisor residing therein, it shal be the duty of the justices of the court of general quarter sessions to appoint a successor or successors to supply the vacancy or vacancies: and such supervisor or supervisors so appointed, shall have and exercise the same powers and authorities, and be liable to the same penalties, as the supervisors elected in pursuance of this act.
