Who administer the real business of government. It is not enough to say, that all this secondary power is derived from the crown, and would fall if that of the sovereign were diminished. This might, indeed, be true in some countries, as in Turkey, but not in Persia, among whom the chiefs of the tribes, like the princes of the tribes in Israel, exercise an inherent authority, not derived from the crown, and which would exist were all the powers Of the monarch extinct.
