Amitzur Ilan, an Israeli military and diplomatic historian, defines four junctures at which that war was decided, and re-examines the military balances at each. He points out particularly the impact of the arms embargo imposed by the UN at the initiative of Britain and the USA, which failed to bring about the expected results. Although it hit hard the military capability of both Arabs and Israelis, on the whole it worked in Israel's favour. Quoting extensively American, British, Israeli, Arab and Czech documents, Dr. Ilan dismisses the use of formal Orders of Battle of the armies involved as a method to assess their real military strength, because of their desperate dependence on external supply, which was largely denied. He shows that Israel coped better with the embargo and also produced more implements of war at home.
