The "rationing" of health care has become one of the most emotive issues of the 1990s in the UK, causing much public confusion and political controversy. This book provides a comprehensive and critical introduction to this debate. It does so by examining the processes which determine who gets what in the way of treatment, the decision makers involved at different levels in the NHS and the criteria used in making such decisions. In particular it analyses the relationship between decisions about spending priorities (taken by politicians and managers) and decisions about rationing care for individual patients (taken by doctors), between explicit and implicit rationing. Über die Autorin bzw. den Autor

Rudolf Klein is Professor of Social Policy and Director of the Centre for the Analysis of Social Policy (CASP) at Bath. He is Professorial Fellow of the King's Fund Institute and author of The Politics of the NHS.

Patricia Day is Senior Research Officer at CASP. She is the co-author (with Rudolf Klein) of Accountabilities, and has written numerous journal articles and monographs on regulation and health care policy making.

Sharon Redmayne is Research Officer at CASP. She is the author of a series of monographs published by the National Association of Health Authorities and Trusts on resource allocation and priority setting in the NHS.
