During its first 20 years the State's game and fish agency underwent three major reorganizations. Since 1943, however, it has operated under the present structural framework which was established by statute and then, in effect, ratified by approval in the same year of constitutional provisions establishing the Game and Fish Commission. In these last 21 years the Department has continued to have difficulties, but has avoided until now the traumatic experience of reorganization.
