The objective of this report is to furnish a broad outline of the field of compensation and to supply part of the material which may be used by landlords, tenants, legislators, and others in formulating those parts of leasing agreements and State statutes pertaining to compensation. It does not indicate what compensation provisions particularly landlords and tenants should include in their leases; neither does it suggest how or with what speed each State should legislate with reference to compensation. Owing to the wide diversity of conditions throughout the country, these matters are left to the judgment of the individuals concerned.
