This book details the physical model studies and beach and dune design evaluation conducted to support the design of the Virginia Beach, Virginia, Beach Erosion Control and Hurricane Protection Project. It chronicles the selection of design waves, storm surge hydrographs, and runup overtopping rates to develop the most hydraulically efficient seawall geometry. The book provides insights into the combination of various bulkheads with crest elevations between 10 and 12 ft National Geodetic Vertical Datum (NGVD) and a nourished beach to form the existing protective system. It highlights the need for reevaluation and incorporation of the previous study's results into an initial seawall design and beach erosion control concept. Phase I of the seawall design was revised based on Phase I model tests results, leading to a smaller Phase II seawall template with a stepped-face curved parapet. The author presents the storm surge hydrographs for the two most severe storms of record, a hurricane, and an extratropical storm, and discusses the wind wave computations for each of the six storms analyzed. The key elements of the Phase I model tests, including the stepped seawall with a parapet face, are described. This volume also outlines the development of the Storm Time History Method (STHM) and the Relative Freeboard Method (RFM) used to extend the physical model data base for computing overtopping rates. The book concludes with an assessment of the riprap protection at the base of the seawall, which was initially included to control scour but ultimately deemed unnecessary due to the proposed structure design and pile support system for the seawall. The insights gained from this study emphasize the importance of proper and prompt maintenance of the beach template to ensure effective project performance, especially after multiple significant storms.
