The city's indebtedness at present, excluding the water bonds, is 32.

The notes given on account of sewerage aggregate 14, bearing an interest of 4 and 5 per cent. Per annum. As the cost of completing the system can now be approximately estimated, and as I am confident that city bonds bearing a lower rate of interest would sell at a premium, I recommend that you give this matter your early attention and institute such proceedings as will secure this saving to the city.

In the matter of appropriations you should be liberal but not extravagant. The rate of taxation is as high as you can justly make it. In distributing the amount levied the control~ ing question should be, what outlay will bring the people the greatest returns.
