Your Committee considers that proper enquiry into the validity of claims should be insisted upon, and that reasonable time should be allowed the registering officer for this purpose. It is of the Opinion, however, that the present system of dealing with claims and framing lists of allowed and dis allowed claims does not lend itself satisfactorily to the suggestion to fix a day before which claims should be lodged. Your Committee considers that a better arrangement would be to require the registering officer to frame a list of all claims lodged with him up to a certain date, whether such claims are in order or not, and to hold an objection court not less than three weeks from the date of publication of the list. During these three weeks the registering officer should enquire into the validity of all claims, and when he has held his objection court he should frame a list of all claims which he has allowed and another list of all claims which he has disallowed, giving notice to all persons whose claims have been dis allowed. These two lists should be published and come before the revision court on a date not earlier than ten days after the publication of the lists.
