The whole work is interspersed with sentiments of a similar nature, clearly showing the author's opinion, that the people are incapable of self government, and that the only good system is a king, lords, and com mons, representing three distinct orders in society.
The same distrust of the people was evinced, and the same opinions as to government were expressed in the convention of 1787, which form ed the present constitution of the United States. Mr. Madison, in his introduction to the debates in that body, recently published, among the circumstances attending its meeting, mentions the following.
